a scheme for the establishment of Colonial Cadetships - I propose that the Cadets shall devote themselves for a certain time after their arrival in the Colony solely to the study of the language - that when qualified they shall at first be employed as Interpreters - and that after a stated term of Service in this capacity they be considered eligible for promotion to such vacancies as may occur in the Civil Service of the Colony.

It differs in two important particulars from the course adopted by the Foreign Office in the appointment of Student Interpreters for the Consular service in China. It proposes (1) that the study of Chinese shall not commence until after the arrival of the Cadet in China; (2) that the
